PAACS 5-Year Strategic Plan Summary (2026-2031)

Strategic Initiative One: Building upon PAACS’ Biblical foundation, intentionally strengthen, engage, and fully integrate spiritual discipleship to permeate every facet of the ministry. 

GOAL #1: Identify and implement processes and actions to elevate, grow, and maintain spiritual discipleship to equal emphasis with clinical training.

GOAL #2: Fully integrate the Saline Process evangelism training into every PAACS program site, equipping faculty and residents to confidently and compassionately share the Gospel in clinical settings.

GOAL #3: Formalize a partnership with an Africa-based theological educational institution to confer diplomas or certificates for the PAACS Spiritual Curriculum. 

GOAL #4: Strengthen PAACS’ approach to resident and faculty well-being by expanding access to supportive resources, promoting greater use of existing tools, and fostering trusted relationships that are accepted by both faculty and residents.

GOAL #5: Review the current process which investigates the spiritual vitality of applicants and suggest changes to the application and selection processes.


Strategic Initiative Two: Strengthen, diversify, and expand PAACS’ surgical, anesthesia, and obstetrics and gynecologic (SAO) education by enhancing curriculum delivery, faculty development, and academic partnerships.

GOAL #1: Elevate curriculum excellence through incorporation of research training initiatives that equip trainees by promoting mentorship, faculty leadership, and scholarly activity.

GOAL #2: Expand SAO training opportunities and establish Hubs of Learning.

GOAL #3: Create life-long learning opportunities for trainees, faculty members, and graduates.


Strategic Initiative Three: Strengthen and enhance the organizational effectiveness of PAACS—both its Board of Directors and Administration—to advance Spirit-led impact across Africa.

GOAL #1: Review, refine, and clarify the PAACS governance structure for greatest impact as an organization.

GOAL #2: Identify and evaluate PAACS’ current and projected administrative staffing needs based on Spiritual Development and SAO Education Initiatives. Implement improvements to ensure the organization is well-equipped to meet the growth of the organization.

GOAL #3: Strengthen PAACS' presence in Africa by establishing global staff on the continent.

GOAL #4: Improve the efficiency and effectiveness of PAACS financial infrastructure.

GOAL #5: Increase PAACS fundraising General Fund revenue by 50% to support sustainable ministry expansion.


Strategic Initiative Four: Leverage and expand strategic partnerships and collaboration to advance PAACS’ mission, foster innovation, and strengthen our collective impact on surgical and spiritual health throughout Africa.

GOAL #1: Formalize strategic partnerships with 5 global organizations or foundations to foster innovation and introduce new technologies to enhance clinical training and spiritual discipleship.

GOAL #2: Partner with ministry organizations already serving in regions being considered for PAACS expansion, aligning efforts in trainee recruitment and program placement to strengthen impact and sustainability.

GOAL #3: PAACS will strengthen alignment with COSECSA, WACS, CANECSA, ECSACOG, and similar bodies while maintaining the distinctiveness of PAACS.

GOAL #4: Leverage relationships with existing partner organizations to work in unity with one another to maximize ministry impact across Africa.
